I've heard the valley (California's central valley and Sacramento areas) used to flood rather regularly. Levies and dams were built to help control the flooding. Now there are lots of people living in the valley. I wouldn't be surprised if an exceptional storm(s) could cause some dam or levy failures and flood out hundreds of thousands (or millions) of valley residents. Ack. In California's Sierra mountains we already have anywhere from 120% to 200%+ of our typical peak snow pack (which usually peaks out in April). So I'm doubtful that droughts will occur, but if the reservoirs have trouble containing the water perhaps the levies and rivers will be more full.
