In German, it signifies a new governmental culture. Any kind of protest against anything the government says or does is henceforth known as childish quarrels by bored middle class sunday protesters. In short: Dismiss and ridicule on sight.
Reference: Stuttgart 21 Project, a train station project that turned out to be quite controversial. A lot of citizens protested against it, from school classes, to lawyers and managers. German government took a glance, was completely baffled that someone actually dared to protest, and then ordered those stupid Wutbürgers to be clobbered and beaten out of sight (including classics like throwing tear gas grenades into school buses, shooting kindergarden groups out of trees with rubber bullets and popping some laywers eye with a water hose).

In english, it sounds like something you'd get in burger king or Mc Donalds. "I'd like a Wutburger please!". "A what?" "A wut burger, put on wutever ya think".

I like quoting this word, because it's a word I actually used in a real situation when I went to Iceland a few months ago. It means 'the blueberry jam pancakes'. I might put up a recording tomorrow, or something. In the meantime, the pronunciation in IPA is something like /ˈplaupɛrjasʏl̥tʏpʰœnːʏkʰœkʏr̥tnar/.
