The bit rate is a separate attribute from sample rate and sample format; it's specific to MP3s, and roughly expresses the degree of compression that's been applied (a lower bit rate means there's less data allocated to each second of audio, and therefore more potential information loss). Not sure what OS you're running but if it's Windows just look at the file's properties and there'll be one called that. If it's not bit rate I'm not sure what the change could be.

And Paul's right, if you check it with headphones you might be able to pick up some differences that are invisible on speakers.
Ah you're right, bitrate is changed from 320 to 64 kbps.
I'll see if I can set it to an intermediate value.

Rate and sample format are the same (44100 and 32bit float)
I had previously made a try to change the format from 32bit float to 16 bit and the loss was noticeable, the music was less "envelloping" and the instruments were more difficult to tell apart and although they sounded the same if you didn't pay attention the overall effect was a lot less interesting.

But in this case nothing changed and I cant' pick up a difference.

I have some MP3 music that I want to use in a project. The file size is rather huge.
If I open the file in a wav editor and then export it again as an MP3 without changing anything the filesize is divided by a factor of 5.
I've listened several times to see if I noticed a differnce in quality, but they seem identical.
Anybody can explain?

I don't know the specifics of XNA but:
check the clamp mode of the polygon if you're using polygons. Aka the way the texture wraps on the edges of the polygon, also play with the UV zooming on the polygon (zoom on the texture by less than a pixel or sthg like that

Actually, in the case of Brazil it is reasonably wealthy... the problem is that it's ridiculously unequal. You have areas that look like taken straight from a first world country, and areas that make you wonder how the heck could people even exist there in the first place.
Welcome to latin america (but I have the impression I shouldn't have to explain you that)
I have lived a  bit in peru (outside of the rich areas) and it really helped me think about what are the important things in life. Most people there can only access internet in internet cafes and computers are rather rare and old (just like cars and everything else), but despite the severe cases of urban squalor, nobody really seems miserable and everybody manages to keep their dignity. Great people all around.
Too bad the coastal environment is so dusty and unwelcoming, otherwise I'd go there.

You're all right ofcourse, ideas get copied all the time. It's just incredibly frustrating to see studios steal your idea- and probably make way more money off it than I did.
Yes it's frustrating especially if you took the time to fine tune the gameplay and everything. But as soon as you release it, it's fair game.

Lol, but even if you don't win, it doesn't matter, you get the priviledge to submit your game to the judgement of nobodies who will not even give feedback when they're supposed to.
