I hope they don't fully remove some type of vetting.
One of the things which makes Steam such an awesome platform to be published on it the fact that you WILL be seen. When Valve pick you game it will get a big ad, a user wide notification etc.
If it's open to everyone... I see that as simply making it not worth anything anymore

You don't see it, I'm pretty sure that: Valve will still be curating their store front as normal — it's just that anyone else will be able to set up a store as well. So some popular people like TotalBiscuit etc. will probably make a popular store and then they choose what games they want to sell through it (just like valve!).
