A while ago I was looking for sound effects and found a program called sfxr . The author also made a program to make music as well, I've not tried it but it might be what you're after if you want synthy type music:

I also recommend the Tiled map editor. You can download PyTMX which is a Python library that will load a Tiled map in to PyGame for you, so you don't have to worry about reading the xml format yourself.
