the ironic thing about this is that the number of people with aids will go up drastically in uganda due to the bill, and then they'll have even more trouble on their hands then they already have. just because of the widespread ignorance propagated by westerners when they first invaded africa, there's genocide everywhere and the lethal poison that is religion reigns.
no aids/hiv work= number of aids victims rises. nobody getting tested for fear of death or life in prison? more and more dead. secret gay/lesbian relations (not to mention all the other sexual minorities) almost impossible to carry out due to a three year prison sentence for not mentioning that your neighbours are gay? death, death, and more death.
and of course nobody will be buying condoms when nobody has seen them with a member of the opposite sex.
looks like lgbt people in uganda will now be faced with the choice of death by government sentence, death by aids, death in prison, or a life of extreme secrecy, which might be suspicious to those who know you, thus resulting in death. bleak stuff. people will be so far in the closet that there's no chance of ever coming out; a life of acting straight when you're not.
edit: not bowing to pressure from podunkian, but i'd rather assume that joe doesn't exist.

Yeah. Pity. Uganda has traditionally been really pretty much at the forefront of HIV treatment in Africa (unlike, most infamously, South Africa). BBC had a hillariously-titled discussion on this some weeks ago, that caused no small amount of kerfuffle.

The pope could do something good here, by being progressive and telling the catholic majority there that homosexuality is not evil- but torturing/killing/imprisoning/tormenting people for what they decide to do with their penis/vaginas surely is. Won't happen though, it's only what, 2010.
Maybe it's time to start making crazy atheist laws, just to show the other side what it feels like to be irrationally persecuted for something personal you do at no harm to others.

The possibility of mis-quotes aside, I really cannot comprehend the kind of reasoning that would lead to that conclusion.
