Hm, I think those rules will get you into trouble. You have to know if you will own a place, before you can put points in it.

I think it would be easier to manage this way:
1) You get points at the beginning if your turn. One point for each town you own at this point.
2) You spend your points. Either at the store or place in towns.
3) You choose what move to make (attack another country or stay put).

(Or attack several countries at step 3? Can you make several attacks each round?)
