Game Maker's built-in sprite editor. It's wonderful, non? Well, Game Maker 7's sprite editor. 8 one was difficult to use (why, you ask?.. It was like Gimp! And I ain't no good at Gimp)

Whatever I have at hand. I prefer Photoshop but GIMP does nicely in linux (though the obtuse interface that I can't be bothered customising gets to me on occasion). If that's not available and I'm on windows, I default to mspaint.
Every piece of Jasc software I've used gave me a headache, seems the designers have different ideas about usability to me.

GM7 Sprite editor. Or for prettier things I'll sprite them in Paint.NET then animate in the GM editor.

I guess keyboard shortcuts, which is a lifesaver. Some effects as well, but otherwise, it's mainly MS Paint for Linux.

I use Photoshop, which is admittedly clunky, but I know it like the back of my hand. It has trouble playing timing correctly so to test, I need to export GIFs and watch in a browser. But now that I've read this thread, I might try some of the other options available.
But as for creating sprite sheets, I don't need to ever bother any more! Working in Unity, the Sprite Manager 2 utility (for Unity) creates them all for us, which is a total time-saver!

custom made tool, imaginatively named "Sprite Editor", made with wxwidgets and designed for everything to have hotkeys and little things like running animation previews and onion skins, before I used the GIMP and way before paint shop pro 7.
unfortunately in all cases I still suck at art

I make all of my spritesheets in paint.net and then import that into my home made animation tool, basically defining the frames in each animation, framerate, stop-frames etc, and then exporting all that into a format that my flash lib can use (plain xml).
The good part about that is that you can add whatever feature you need to speed up your work, the bad part is that you acctually have to maintain it yourself.

I use graphicsGale then I use a little program I made in .NET to test the sprites, set up the data and export to a general format.
