From those names I'd probably pick West Indie Arcade Company, (edit)changed my mind I now prefer Extra Life (although I'm not loving it).

Is this happening?  It's something I've been thinking about recently myself, but more in the context of having an indie games "gallery" at Bumbershoot every year.
Once the name is decided on, I will be opening a kickstarter project (and possibly a website) to get the funding necessary to get space, materials for cabinets, and pay employees.
