Zombies are kind of the safe standard for victims of violence in games. Hell, people complain when a game has you killing terrorists.

Not so safe standard actually. Germany outright banned (well indexed) the international version of Left 4 Dead 2 and even went as far as to confiscate the EU Versions of it. I don't know, I'm liking the Survival and Downfall of Society Aspect of Zombie Games but that's rarely even a topic.
Most of the time it can be described as "LOOOOL CHAINSAW LOLOLOLOL".

Time to choose the next easy and thoughtless video game targets. I think we've already done robots and zombies, so...
I posit dinosaurs. They're heartless things that are extinct anyway, and they're varied enough. I mean, Turok was fun, right guys?

Germany also banned (as in actually banned, not just indexed) Dead Rising.

Most Zombie games could be made with an entirely different foe and would work almost exactly the same way. Plants vs. Zombies could have been Plants vs. Aliens or Plants vs. Pigs and would have been functionally identical.
I heard they went with Zombies for PvZ because they wanted an enemy that moves very slowly, to give the player more time to prepare themselves. It wouldn't make much sense for pigs to move as slowly as the zombies do in PvZ (unless they were zombie pigs).

They could use snails (they move very slowly and also eat plants) but they wanted more cash and more contrast.

zombies move slowly and eat quickly, but they don't eat flowers.

snails do eat eat flowers and move slowly, but they eat slowly too.

tortoises are like snails.

Goats eat flowers and eat quickly, but they move quickly too.

Goats with concrete wellies would move slowly, eat quickly and eat flowers. So that is what they should have used.
