I can explain why some get it! Melee likes vamp, and you can get a ring of bas in the laning phase where phantom loves mana to spam that Q/use that excape. The Ring of regen also helps that laning phase if you get it w/o lanes breaking yet by then. that said it combines for only 300, so yeah even though the phantoms dont get the effect, the main champ gets a nice damage boost from it and it's compact. though there are other options I could see some one intelligently buying it. |

I think you'd have a point if it weren't for the existence of Ring of Aquila, which does pretty much the same thing and is cheaper while providing bonus stats that Phantom Lancer's illusions benefit from. The only thing Vlads really has over Aquila on PL is the lifesteal, and do you really want to spend 1200g on something that only provides a mediocre effect whenever you (not your illusions) attack something?
For every thing that Vlad gives you, there's something else that could give it to you more efficiently - whether it be mana, health restoration or effective HP. If you want mana, make a Soul Ring. If you want health, make a Vanguard. If you want to kick ass and take names, build Diffusal Blade.

soul ring + tranquil boots is really good for str support heroes if you can't farm up mana boots fast enough

Some savior --
First he trapped me inside some glorified pinball bumpers while he shot a gun that ensured I wouldn't be able to cast anything anytime soon.
I had managed to escape by some miracle and then this jerkbag shoots a rocket from across the entire map and it kills me just as I'm one step from entering the safety of my own fountain.
Jerkbag extreme.

Pro tips from the reddits:
When playing as a jungle hero on dire side-
You can pull the weak camp, then pull other camps into it - mega useful.
When playing as Brewmaster-
Set a lane ward behind enemy tier 1 tower. If an opponent brings a walking courier over, ult up and send your fire panda to brutally kill it.
When playing against Omniknight-
Purchase diffusal blades on a few heroes on your team to dispell his ulti/mag.immunity off his peeps/himself. Now he's semi-useless.
When playing against Weaver-
Make sure to buy a poor man's shield: It will block beetle damage by 100%, but not the armor reduction. Still useful.
Getting more mana restoration from a bottle or a clarity if you have power treads-
Switch your power treads to Red or Green, use item, switch back after you're restored.
