I've seen several Axes go near the enemy base at the start of the game and kill a wave, is that good to do?

Depends on a lot of factors, but yes, it can work sometimes. It's called "backlaning".
The strategy is thus:
1. Pick Axe and a supporter (like Dazzle, Warlock or Omniknight).
2. Axe gets one or two Stout Shields and some branches. The supporter purchases healing items and gives them to Axe.
3. Go to your short lane. If you're Radiant, that means top, and if you're Dire, the short lane is bottom.
4. Hide in the woods until creeps spawn
5. When the enemy creeps spawn, run behind their first tower and fight them between their two towers. Axe tanks and kills the creeps while the supporter provides healing and other help.
If you do this successfully, the enemy will be unable to gain any experience at all since they lack creep support and the first tower will fall quickly to the waves of allied creeps. This works best in public games and against melee heroes. If the enemies are skilled, they will call in ganks and then your jig will be up.
