So I have these screenshots/mockups/whatever for my upcoming game, and I don't know what to put in the background. Mountains? A city? What color scheme?

Well, being as your game looks like of japanese and ninja-ish, how about a japanese/chinese interior theme, based on old buildings, like this?

So, city exterior would fit, imo.

I agree with Relix that building exteriors would work well. Especially with the railings that you've drawn. Perhaps going in and out of buildings, and a big panorama of the city when you're outside? I think purples and reds would work well.
