I, for one, would be highly in favor of a serious discussion forum. That is, providing that the modsauce is spread VERY thin. I'm talking about a place where the only way to get punished is to single out a forum member PERSONALLY and drag him out into the bloody streets to be drawn and quartered. That's it. That's the only way. (except for maybe if someone repeatedly starts pointless threads, but whatever)
Overall, though, I don't see any more than a surface comparison to 4chan. Unlike over there, here your name is tied to your posts, meaning that anything you say in the FSZ/Serious zone will become a permanent stain on your showPosts page; a stain that other forum members may notice. Therefore, if people want to keep a respectable reputation on these forums, they'll be burdened to keep it over there as well. After all, what comes around goes around.
(also, to Gimmy: believe it or not, some people just don't say a lot, and that's just how it goes. i mean, based on current trends, both myself and cynicalsandel will be locked out of the 500 forums for another two years)

Here's my suggestion for a srs bsns forum:
It shouldn't be an unmoderated "anything goes" forum. We already have three hidden spam forums around here, don't need another one. It should be strictly for discussing topics that would be too "sensitive" for the other subforums. If the topic of a thread isn't "serious" enough, it gets moved to wherever else it would belong.
Spamming and posting porn, gore, or links to illegal content (warez, child porn etc.) should be forbidden, just like on the other subforums. In addition, posts that don't contribute to the discussion (such as "OMG HAY GUIZE WAT IS GOIN ON IN THIS THRED LOL" and the like) should be deleted and "repeat offenders" possibly temp banned.

Other solution: have a specific image tags like those in technical forums. A serious tag would be fine.

Here's the rules as I would run them in a serious discussions forum:
1.) No major, threatening personal attacks. Saying someone is an idiot is fine. Saying someone is an unholy abomination that needs to be murdered is not.
2.) All unpopular opinions are allowed. However, if you say something that is particularly bigoted or terrible outside of the serious zone, your post well be removed and you will be warned. A second time will result in a ban.
3.) Bringing any beef from the forum to the general forums will result in the same as Rule 2. Removal and warning, then ban if it continues.
4.) All threads must be started about a specific topic for discussion, and going heavily off-topic will result in a thread lock unless the OP agrees to it and changes the thread title accordingly. Random threads about nothing in particular will be removed.
Also, if possible, I would arrange it so that the forum is invisible to people not logged in, as it would probably reflect poorly on TIGS.

Serious discussion. Quite good. I would say, make it visible to people with 5-10+ posts? If at all possible? That's not really so much restrictive as 'quite definitively not a spambot or a mindless troll.'

I voted no in the first version of poll since no rules area is kinda pointless to me. Serious discussion board with rules along guidelines already stated would sound sweet though.

A Serious Discussion forum along the lines of maw above seems good to me. Splitting is better than locking since both require active moderators anyway. It shouldn't be named "Serious Business" since it may confuse people that it is about business, and since it is about serious discussion it should have a serious-sounding name.
That said, can we have ironic "[citation needed]" and "[original research]" emoticons?
