it was developed independently, but picked up and published by warner later on in the development process. i'm unfamiliar with the specifics, but basically they *created* it independently, even if, when it was released, it wasn't independent

much like nightsky (with nifflas and nicalis) and cavestory+ (with pixel and nicalis)

Aw man didn't realise there was a deadline. I'll probably still post my list when I finish it. Nice final tally, but no love for The Wager? I suppose it's easy to remember the Isaacs and Bastions rather than all the flash ones we've played in the last year.
