By the looks of it, it doesn't follow NES restrictions. Throw him into the pit of pain.
It follows them just fine. Also that mock-up is fine as hell. Can you highlight the two-by-two-blocks with three colour palettes? I can't see them. I am really bad at NES restrictions :l

Are you talking about the little arrow? Those could be chalked up to sprites since they're not worrying about raster lines. Also, it's 4 colours per bg palette, not 3, but black does to be one of those colours. EDIT: My point is that it indeed follows them, although it doesn't follow them well.

Aaand round one goes to gribbin with a solid left mockup to the jaw, but Jared replies with a scathing series of pixels in round 2! Anything could happen folks, this fight is wide open!

Both NES mockups are cool, but I think I like Gribbin's better. I thought it didn't follow NES palette restrictions at first too for the tiles, but then I checked and it does (even though you'd need a really weird palette layout and also sprites for the path/highlights.)

Jared's has more obvious monkeys and earns extra creds for hats as resources while in Grib's game the monkeys looks more like crooked kobolds or something. That said, Grib's game looks both better and funnier.
My vote goes to Grib for this round. There will be a second round, no?
