Just wondering, Whats some of the best Sprite Making Programs?

I prefer GraphicsGale for creating sprites and tiles, and TileStudio for testing out tile sets (you can build tile maps in it). Both are free (though GraphicsGale can be registered for a few extra features).

Though it's not exclusively for spriting programs or even just graphics programs, you may find some good suggestions in the Developer Tools thread. I've heard GraphicsGale recommended on these forums a lot.

I know a bunch of people who can do some great work just using paint. I personally use Photoshop. Which would be expensive and prob the obvious choice.

GrafX2 and Cosmigo ProMotion are the most featured... actually, the only apps that have all the required tools for proper pixel-art workflow.

Grafx2 is free & opensource, ProMotion is commercial. Grafx has a stremlined interface, Promotion is slightly cumbersome but has great animation features.

From my experience as a game animator I would suggest to use 2 different programs:

first program to draw separate textures. I use "Corel Draw" for vector and "Gimp" at http://www.gimp.org/ for raster textures. Gimp is free.

second program you will need to create animation of your textures and to render a sprite sheet. I use "Anatomy Sprite Animator" tool at http://spritetools.com.

After that you can import transparent sprite sheet into your game creation system(I use Unity in 2D mode).

Yeah I second that GIMP is awful. Much better to use Manga Studio, has raster and vector and only $30 to buy.

Deluxe Paint 5 is an industrial standed for pixel art if its for that work, and its pretty good, only draw back is that you have to run it on an Amiga emulator which could cost $30
