It doesn't look like there are going to be any dialogues, story choices or anything, so I'd say what he's going for is an 'action rpg without rpg elements'
Either way, loving the style.
Role Playing means you play a
role. As long as you can configure your character to play an specific role, it fits.
You could get a beat'em up like Golden Axe, give each character an specific role (Tank, DPS, Support) and you'd have an RPG.
We're too used to RPGs having an specific format and tend to forget what they are about.
I personally used to be the kind of person who said
"RPG == Acting Your Character Out", and eventually realized I was wrong in my generalization.
Then again, most people are wrong in that generalization, but most people just use it as something to put on the box to attract RPG fans.
Oh, and intriguing game. Not a fan of the color scheme, but the style rocks.
