and no instrument is to play the same note twice (you can repeat something an octave up if you want, and different instruments can play the same notes).
Is that even possible? Wouldn't you need the same notes to form musical sentences? Otherwise, it would be like a continuous progression? Or am I missing something?

Is that even possible? Sure. If you take a piano as an instrument, you have, what, over eighty possible notes? Lets say you take three instruments with similar ranges, that's 240 possible notes: more than enough to make up a minute-long piece of music. If you find that limiting, you can introduce more instruments still. Also, I'm interested to know what you mean by 'musical sentence'.

Synnah, please write a piece of length no shorter than two minutes and thirty seconds. The piece is to be of electronica genre (no acoustic instruments), styled on the mazurkas of Chopin. I was thinking, 'Great, I've been meaning to do some symphonic stuff for an electronic arrangement for a while!'. And then I listened to one of the mazurkas.  Holy jesus, that shit's complex! This should be interesting.

Not 'tunes', ' tuned'. Learn to read. Am I allowed to use any kind of percussion? No. You are only allowed to used tuned percussion.
