Interested in the 'procedurally generated story' part.

This is the first I have ever heard of this game, and it looks really solid. Freeware, shareware or what?

Shareware is what James has always stated I think.

According to the official blog, Tormishire will require a payment but I dunno how many bucks it will cost. Anyway, seems that a demo will be available, too.

I mean there's just walking, swimming and jumping in rather bland landscapes. No combat, no relevant dialog, no interesting stuff.

Well, he does kill some monsters with these bombs, and also has these flickering exploding things gravitating around him, plus the boat scene looks awesome enough packed with action. And even if there was no combat, we'd be looking at another Knytt-ish exploration game. The world needs more of that genre.

The main character's design is significantly creepier than I recall.  Very interesting looking; it seems like it's going to be a pretty rich platformer.

I'm not saying I think there's no combat in the game. There clearly is. I'm just saying it didn't show enough besides running around to pique my interest.
