Would it not be simpler to state what language you need it in/are currently using and how much you are willing to pay.
Have you got a test sentence with a specific keyword to look for?
Are you looking for it properly done in something such as OpenNPL or will a simpler but less effective syntax do?

I can do it in either java, GML or javascript depending on ^, how you want it to look and how much time you want spent on it/cost.
