Wouldn't really need an offset eiher, as long as I assign and keep the seed at each layer, if that seed is used then all following seeds will be the same.

Like this.
CreateUniverse(100000); //solarsystems
Each sun is then assigned a value from a fixed seed in order.

That value is laster used as a internal seed.

As long as everything is handled in order it should not be a problem...

I've always wanted a more culture based space exploration game. Where you roam the galaxy searching for intelligent life, you pick up new food, medicine, technologies, music, even passengers and crewman. you trade tech and food/supplies you have. you can visit other worlds on foot, and marvel at their cities and jungles, deserts, etc. All procedurally generated of course. some aliens would be primitive, some would be advanced as you, even beyond. Some would attack you on sight, others would welcome you with open arms. Many games have some of these features, but none give you the freedom to explore and witness other architecture and space trading, fighting etc.
