Hi, please, ¿does anyone know if there is any tutorial or whatever to program this movement?, ¿does anyone have any idea how to create it?.

Looks like every few seconds it picks a point on the outline of a circle then moves the head to there in a straight line. The neck pieces just simulate a spring connected to the point of the neck they're on.

You might be able to achieve the head animation with a damped harmonic oscillator with a periodically changing target. Try to make it slightly under-damped.
