Is there a software that can easily capture their games and make videos/gif out of them? I can't find one that will output at a decent framerate.

Excellent. All the ones I have tried have output some really ugly looking stuff.

In case you're still looking, an alternative to LICEcap that I actually saw mentioned here when I first joined would be GifCam! It lets you edit your gif after you record it,  save it in a variety of color formats and even add text!

Above all, it lets you specify the FPS all the way up to 33 fps!

It's worked wonders for me so far. The only issue that I've ran into with it so far is, very rarely (only once for me so far but I've seen it with other people too), gifs will come out kind of corrupted at the end and you'll need to re-record them. Also, recording at 33 fps can be pretty cpu heavy if your game is cpu heavy as well. Apart from that, I highly recommend it!

I use FRAPS to record videos and Instagiffer to convert to gifs.
I've created gifs at 60fps using this combo.

Am I right in thinking that if my Licecap FPS is 8, that I'm not going to be able to get a fancy software solution to solve that.

(I tried downloading some RAM to see if that'd help, but it didn't.)
