Something like this could be made with templates and cut and paste where needed and drawing the rest. You might be able to spend a little more time with stylisation of the characters to make them more recognisable and unique.
Some people might have issues with this way of working but it wouldn't be the first time someone has done it in a digital comic.

I really like the panel with the black hair and shadow, I would suggest going with this direction as it has a lot more going for it in regards to style.

Maybe as well go find some really nice manga textures to use for backgrounds and effects , I found some ages ago on deviantart but lost them somewhere.

Still you put the eyebrows and eyelashes, it just looks like  10 years old deviantart anime drawer wannabe and it's ugly.
you should commission someone to do them SD style at least.
