Is there a utility or method for Windows that can scale any program on screen?

Tried to google it before posting here, but keywords are so commonly used words...

For example - making Photoshop 2X times bigger on screen without changing display resolution.
Very crucial for tablets where screen resolution is locked and if you stick with 1920x1080 11 inch tablet that means that all palettes, tool selection windows and etc are very small and hard to select needed one quickly.
Or for big monitors or TV where you can work from distance if only your favorite program would be 2X or 3X time scaled.

Googled it. That should affect all system, I need to scale only some of my programs.

The problem mostly for tablet use. Small screen, hi-res and very small UI items Sad

Will not work for picking exact color in color palettes Shrug
P.S. Found solution, seems to be working for individual apps
