I'm looking for a program to make pixel art and pixel animations in but I'm having trouble finding a good drawing program. Right now I use paint.net to draw, and using the game maker drawing tools for animation. The problem is I want something I can animate in and export to a .gif file and neither can do that. Any suggestions? This might be in the wrong place but it seemed the most fitting.

I used MS paint for the longest time simply because it was on my work computer and I could sneak in some work during lunch!
For the past year or so I have been using Pyxel Edit drawing and Aesprite for animations. You could technically do both in either but that's not how I roll.
I think Pyxel Edit runs $7 or $8 bucks. Aesprite was free when I got it but that was in early development, it might cost a few bucks now.

You could use a program called GIMP, i use it to for my game; it's easy to use once you get the hang of it! you can export your work as .png or .gif (link: http://www.gimp.org/) be sure to use the pencil tool, and hard edge option for the eraser.. i'm sure there are some GIMP pixel art tutorials on youtube for you to watch! good luck!

I have used Gimp a lot as well, but like using photoshop the program is overkill for pixel art. All the options stress me out so I prefer more focused programs.
Gimp is free though, so there is that.

Can you animate with gimp? Or do you have to save them as separate files?
Yes, you can use layers to create animations.

Pyxeledit is quite good for making tiled graphics but managing your tileset is quite cumbersome. However, I haven't found anything better for that purpose. You can also make animations and export as gif but I think it's a bit more feature limited than dedicated animation programs.

The new version of D-Pixel will use SDL as the engine so should work more reliably when it's released.

I've used GraphicsGale in the past and its pretty good.
Recently I've picked up Pro Motion from the last Humble Bundle deal, still need to sit down and learn how to use it.

Aesprite was free when I got it but that was in early development, it might cost a few bucks now.
If you're willing to bother with it and know how to do it, you can compile Aseprite yourself; it's an open source program with a paid edition available.

GrafX2 if you like it retro. Can save to gif, but I'm not sure if it's good for animations.

I'd say GrafX2 is hands down the best tool for pixel art, but it's currently pants for animation since it just loads saved gifs as layered images instead of animations, so you can't revisit your work.
