The lines one just looks so much cleaner. Plus, it contrasts nicely with the background. Of course, I'm not sure if he's supposed to be part of the background or something else.

I feel like the lines make the piece come together with more fluidity. Without the lines it is not as structured. Lines!

The one on the left looks more like a final render, or something you'd see in a finished game, while the one on the right looks like concept art. So I'd have to go with left. nice color palette.

The lines for sure, with a caveat: I don't think the diamonds need to be lined out. The right one looks more lively, and the expression isn't as evil. Really great color selection, by the way!

I like no lines better, because the background has no lines too. And with lines it's a bit boring imho. Without lines is uncommon, and it is well done.

So pretty! I'll go against the stream and say no lines. Although for practical purposes, lines do make the character stand out more, if that's relevant to the original context.
