level design and making an engine are 2 totally different thinks.
type level design tutorial on google and you'll find a lot of articles about it.
But unfortunately, what it really takes is a lot of practice.

How?
Buy Mario maker
Or something like it. A lot of games have level editors, Battleblock theater and Super Meat Boy come to mind. You can probably find a free alternative as well.

Yeah, do whatever you're comfortable with. Mario Maker I think is a great place to start since it's got a lot of feedback systems so you know when you're doing well. But if Mario is completely not your jam, you could probably mess around with RPG maker. Mod a game you like, stuff like that.

It takes practice, but you need to reflect to actually benefit from that practice. What went well? What didn't work? How are people receiving it? Playtest with family members or friends, and watch them play. What game elements do they miss? How can you make them not miss them? What's too hard and what's their feedback?

My suggestion would be to do what people have been saying, and grab a copy of Mario Maker, and practice with that. Little Big Planet is also a good series to try out level creation with, but its far more complex, and I've heard Little Big Planet 3 isn't really that great.

Also another good choice for something with more puzzle elements to it Is Mario Vs. Donkey Kong - Tipping Stars.

There are probably a Million games out there with built in stage editors that can help with practicing stage design, if you have an idea where you want to begin just Google the rest.

the problem with little big planet is the game has bad mechanics so you can only make so many things.

mario maker is your best bet.

Thanks for all the helpfull coments!
When I have time, donkey kong and that last video will get checked out.
Sadly i can't afford a wii U, and clothes at the same time, so mario maker won't be on that list.

So something free (or something i can use with an emulator) will be the most usefull.

Edit: Did not realize mario vs donkey kong tipping stars was a wii U game

You can try to make your own levels using level editors; for example: Killing Floor 2, Warcraft III (I love this one), etc. If you have a WiiU, Mario Maker could be an excellent option. It's really easy to use. GL & HF!

Mario Vs. Donkey Kong - Tipping Stars is available on both the 3DS, & WiiU, Its also cross-buy allowing you to buy it for 3DS, and get a Download Code for the WiiU Version you can download at any time later.

Yo can also try Mario Vs. DK - Minis On The Move which is on the 3DS, its significantly different from the other games in the series, so it may be wise to take a quick look at it before you buy it.

Knytt Stories has the best free level editor for platformers. you can look at anyone's levels in the edtior, there are a lot of rules available and other stuff. The original levels are very very good, and some of the custom ones at knyttlevels.com are equally good. there is also a forum where you can share levels, not as popular now as it was 8 years ago, but people still post stuff and respond with feedback. http://nifflas.ni2.se/?page=Knytt+Stories

Since you said you don't own a Wii U, a great alternative to Super Mario Maker would be Lunar Magic, a tool to edit Super Mario World. There's also SMW Central, a community for SMW ROM hacking where you can post your screenshots and get feedback.
