Right now I am working with GIMP as my main art tool, but one problem I have with it is that it doesn't skew images very well (you can free transform, but you can't enter in specific numbers which leaves too much room for error).

Does anybody know of any free tools (for Windows) that have decent precise image skewing (trapezoid manipulation)?

Probably not what you're looking for, but ImageMagick is a powerful command line tool. It's really easy to use for simple stuff; it's my preferred way to do resizing and changing file formats. But it can do all kinds of crazy things.

If you know the numbers you want and need to repeat the same transformation multiple times or apply it to batches of images, it may be a good fit.
