They were whispering things like ‘Is the girl mentally ill’ and ‘Do we need to call the police?’ “So I stopped jumping and apologized to them by saying, ‘I am taking jumping photos for my wedding party’s slide show.’ Their faces turned bright red, and they said things like ‘Oh dear!’ and ‘Congratulations!’ and even ‘Keep jumping!’"

Depends what the game is about. If it's an adventure game or something like that, sure. If it's like Retro City Rampage, not so much.

Did you guy remember an old tigs member goes by the name of Frankie...something? And i remember he made a fire-fighting game with alien invasion. Wanna look at his artwork again but can't remember his name.

It's a kind of Action Platformer.
Then probably not. Super Meat Boy had no narration, and it managed to tell an okay story. (For an action platformer) If you do a game like Thomas Was Alone, then narration is key.

When I say "action platformer" I mean is has combat things, I'd consider Meatboy a regular platformer, jumping is all you're doing (and it excels at that)

The genre isn't so important as the production values elsewhere. If your voice acting is good but the rest of the game has simple sprites or poor collision detection the contrast is jarring, and just highlights the lack of polish elsewhere. In general you'd be better off spending the money to give the rest of the game another round of polish and skipping the voice acting entirely, since that's an optional feature.
But that's in general. Your specific case might have some other justifications that make it worthwhile.
