Vaporware is a term used to describe a product, usually software, that has been announced by a developer during or before its development and, therefore, may never actually be released. The term is usually applied to products which fail to emerge after having well-exceeded the period of development time that was initially claimed or would normally be expected for the development cycle of a similar product.
So what is the competition about?
The competition is about developing games!
What kind of games?
Games that have been announced by major corporations, then turned out to be vaporware!

So, formally, this competition is about making any kind of game that was announced, but never released. Entrants are to complete those games. Talk about the games you make here on TIGSource. You may use any kind of art or engine that you make, and you can use stuff you have previously made but not used. The emphasis is on creating a final game that is NOT vaporware, but actually complete.
You may of course collaborate with other people to produce any kind of material, be it code, art, or whatever.
You guys have one month to complete your entries, which means the competition ends around 28 June 2009.
