As head of a games studio with no active developers, how do you make money? Simple! Invest your money by registering trademarks on common words, threaten actual developers with trademark infringment, and rake in the ill-earned profits on other people's games. Bonus points if the game is popular enough to become a franchise!

But watch out! Too many failed lawsuits and your ego meter will drop. Larger studios have more cash, but also have stronger legal teams. While small developers don't have much cash to surrender, it makes your ego swell to force them out of business. However, small developers are more likely to have vocal fans with ego-deflating words to say about your practices. Spend too much time defending yourself online, and you won't have any time left for money-bringing lawsuits!

Lose your ego or your bank account, and it's game over for Mr. CEO.

Edit:
1.01 - Endgame is much more devastating. Fairness calculations (in both settlements and court) now also takes into account the magnitude of the lump sum. Fixed bug where "The Videogame Lawyer" would tell you the wrong popularity and sequel potential amounts before a settlement. Lowered the frequency of new releases. Developer expenses now take into account the number of games in development. Games you are suing cannot get sequels until the lawsuit is over.
1.02 - Fixed a bug where the court rules in your favor the older a game you're suing is.
1.03 - Fixed a bug preventing sequels from being announced properly.

Alright!  I was really hoping for a "brand management" game like this!
You should also add in the option to actually make a game, but have be a largely useless option, or that you only do so to reinforce your legal claims over a trademark, or something.

You should know that my expertise is simulation games which includes tycoon games as well. Therefore, I'm really looking forward to this one!

There should be "troll the forums" activity.

Also, would you mind if I make a similar game for the competition? (though, that's not likely to happen)

The litigation system is finished. Depending on the game's release date, when you registered the trademark, the developer's relative legal strength, and the game's popularity, litigation can result in a trial, a settlement, the game getting renamed, or the game being pulled from the market.

Now all that's left to do is give each company some simple autonomy to create new IP and sequels, add in some random events (GOTY, IGF, Best of E3 awards, discovery of abusive DRM to modify a game's popularity), taking care of balancing issues, and the endgame.
