If it speeds up your development, here's the obvious plot for this:

Witch is trying to make potion to curse rival witch. Witch's cat accidentally jumps into potion and dies, causing massive explosion. Witch finds herself with an accidental curse of being a werecat and must travel to the castle of a crazy wizard in order to undo the curse and revive her cat. However, rival witch wants to stop her before daybreak when the curse becomes permanent.

Kinda basic cyberpunk car chase 1930's gangsters idea here. The game itself would be a PI/cop tracking down one criminal or a gang over a retro-future city. So I guess like LA Noire meets Blade Runner. Mock-up not finished at all, just a rough idea. 

I don't have any programming experience, but I have a decent understanding of animation. From a more than beginner level - how hard would this idea be to make in Game Maker all by myself?

You're going to have to be more specific on what 'tracking down' actually means. If you're thinking about a whole sleuth RPG with dialogue and interrogation options, as well as action sequences, then it'll take quite a bit of time, though there's nothing about particularly cutting-edge (programming wise) that you'll have to deal with. A decent grasp of GML is all that's necessary (as well as .gmk organization).

No the original demo was never finished. We've done a bunch of smaller games since then and one commercial game. I've just started development of a Valdis Story reboot a couple months ago.
