http://snarkerati.com/movie-news/the-top-50-dystopian-movies-of-all-time/
Found this list on Google, you can probably find some stuff you're looking for there. Some movies will be crap (i.e. I Robot) and others not really to do with the government (i.e. Wings of Desire).

I recommend Gattaca and also Battle Royale.

Brazil smacks you right in the face with it's opinion on government.

The ending is... happy?  Who, Me?
You saw the happy ending? Oh man.

I was just curious if anyone knows any movies where the government is criticized. Yes, I realize that there are so few movies like that. And one movie that I can think of is 1984. The reason why I brought this topic up is because it is rarely ever spoken of and because I'm just one of those people who is interested in things like ignorance, oppression, dystopias, utopias, conspiracy theories, etc.

Brazil. One of the best movies ever made, and it's all about this.

Also very good: Gattaca.

Movies like Blade Runner don't do well because they're terribly depressing. Not to say this is a bad thing, but it's not exactly a story that has a Hollywood happy ending- okay, depending on which version you see, but still. Humans tend to gravitate towards things that give them pleasure. We like things that make us happy (duh), so any Debbie Downers like Blade Runner or Brazil that make us feel empty inside and question our place in the grand scheme of things- well, that's why they're cult classics.

Well, I mean... technically the ending to Brazil is happy.  At least according to the director.  Shocked

Yeah, a lot of anti-government movies don't have happy endings.  Perhaps it's to drive the point home?  Don't let government get this bad, because then it's too late?

I dunno.  Personally, I don't have a problem with government.

Actually, one film that's pro-gov and anti-gov at the same time (with a happy ending) is Mr. Smith Goes to Washington.  That's an excellent movie.  Embarrassed

Because in his mind, he's free. The government can't control him anymore because he's no longer connected to reality. It's sort of weirdly solipsistic.

Yeah, Craig hit the nail on the head.  It's pretty bizarre, but strangely euphoric.
