Hmm.. Idk really..
I guess both, because I play games when I feel like it. And when I want to work on a game I'll spend some time on it also.
I guess I work on developing on the game more than playing games. It's because the video games are just getting boring and no replay value, its probably because I'm just not interest in playing it again.

The last time I did any developing was two months ago. And I'm playing about six hours of megaten a day, reaching up to nine.

I should spend some time developing and finish the game I'm "doing", but even if I did, playing is priority number one. Developing is cool and stuff, but playing is where it's at.

At the moment: playing. Just finished up a DSiware project which took up all my free time the past few months, so I don't really feel like doing much development in my free time right now.

I play way to little, and probably to little developing too! Most of my time seem to go to sharpening my skills and doing research.
But I try all of the indie browser games that comes in my path.

Most of my free time over the past 6 months has been devoted to developing my upcoming game. I also have a wife, day job, a house to maintain, etc., so my playing has been very limited recently.

I plan to take a 2-3 month break once I'm done with this project though. And I'll be using that time to work through my game backlog Smiley

I play a bit every couple of days, but I spend far more time making games. I never play a game just to kill time anymore. I only play if I really want to.

This is pretty much exactly how it is for me, too. The only exception to this would be if I'm drinking with friends and we whip out NHL or Brawl or something.

I really enjoy watching videos/trailers for games, though, and reading reviews on them. I playtest quite a bit for other folks, but I don't count that as playing either, really.

I gotta say it's about 50/50 for me.  This is an improvement over 100% playing and 0% developing, so that's nice.

I can't say I'll ever give up playing.  There are just too many fun games I can't ignore.  Now I'm gonna go top that time in Spelunky.  Facepalm

I spend way more time developing games because its my job. When it comes down to working on side\hobby\indie projects its more fuzzy.  I spent a lot more time playing games than working on games this past weekend for example, but other times I'll spend a lot of my free time coding and none of my time playing.

I create more than I play by a comfortable margin. I was this way with creative writing too: I'd spend way more time writing stories and poetry than I did reading other peoples' stuff. Music is the exception for me--I spend way way more time listening to music than I do making it.
