Does anyone have any advice on submitting games to the big festivals?  Any thoughts on how to approach the applications, what it takes to get noticed, or what sort of games will stand out in these venues?  Can anyone who has gone through the process talk about their experience?

I've read through the IGF Thread 2013, and (amongst the drama) there is some useful information. But I haven't found much for advice or guides for how to approach these competitions.
