GTA2. I like GTA1 better (also free) but it's hard to get running.

Steam search is good, you can select the "Indie" tag, and then sort by price. You will find many free games and the search gives preference to the best games evaluated by the community.
That's how I've found several great games, like Path of Exile, Brawlhalla, Realm of the Mad God, Expendabros...
