Likely.
Your thoughts on "Psychic Chess" as a genre?
I see RPG elements being an easy add-in / customizing characters.
Neutral elements eg. spend mp to make rain or lights go out etc.

I see it as an interesting potential genre, I don't see it growing or evolving for a little while however. Games like flotilla and frozen synapse have both propelled the genre to more consumers.

Too me it seems to borrow heavily from turn-based tactical games, so past innovations in that field can enter upon this one.

Flotilla is among my favorites, and I've been meaning to buy Frozen Synapse.

It sounds like you're just talking about WEGO strategy (simultaneous turns). Combat Mission is the earliest electronic instance I'm aware of. Also see here for board games.
