how about ghosts can work on their game but nothing they show can be from the actual game running - so they can have all the assets (mockups sprites etc) they'd normally be making as a ghost anyway, but they'll have to manufacture screens from those assets even if they have a running game? This way they can make their game but still not post any actual screens from the game, and can keep up the farce by posting mockups of things that are not/will never be in the game...? also they'll still not be allowed to post any actual problems they run into.
essentially they'd be allowed to make the game but would still only be allowed to post the assets they'd be making anyway even if they weren't making the game...and they'd be forbidden from posting their game or any actual screenshots until the entire game/compo is over
I think my idea works better. Ghosts can't actually program anything until eliminated.

Big problem is that the rules become extremely fuzzy surrounding that sort of thing. It's very possible to take inspiration from the development process that you're running in parallel, creating a very similar game. They shouldn't be allowed to program anything even very similar (but I wouldn't want to say NO YOU CANNOT MAKE ANY PROGRAMMING FOR ANY REASON, YOU GHOST, in case they want to make a different game or um... have a job that requires it xD)

How about the ghost has to choose a developer who then has to share all assets with his ghost. The ghost then creates mock-ups of the fictitious game using only those assets and should try and create something as different as possible to the original game. All assets must be shared a day before either developer updates their log so you shouldn't be able to tell who's the ghost just by when they update. Maybe the goal of the real developer is to also fool us into thinking he is the ghost?
I think something like that where you're comparing developers could be more interesting, especially if there are several ghosts shadowing the same real developer.

The point is manyfold but I think you are missing it Anyway, it'd be more fun to create silly fake content (I think) than it would be to just play with someone else's content and try to seem more legit.
