I wonder if anyone could clarify what this describes:

Does it mean you can have just 8 different sounds?, each track just has 1 sample and is monophonic?

No it means that there are 8 different channels on which you can play as many different samples as your rom can hold (bank switching required Smiley) You can play 8 different instruments at the same time, but those instruments are monophonic.

The samples were compressed to fit on the rom, so you might want to search for some bitcrusher/compressor effects.

this is the compression algorithm used for snes samples.

p.s. a "compressor" effect isn't what you think it is.

Don't be too quick to judge - reducing the bit rate also reduces dynamic range.
Using heavy compression and lo-fi equalizing can also yield good results.
