The problem actually isn't any particular software package so much as the PNG spec itself.

Basically, PNG has this insane misfeature where it tries to adapt its appearance to the display device you're using. As a result, every time you load a PNG in a new environment and then save it again you get a bit of colour distortion. People generally don't notice due to the fact they work in the same environment all the time.

Suggestion: less nitpicking, more spriting? (I would myself, but - I assume we're not allowed to add more than one tile? It seems incorrect.)

Does Paint compress JPEGs? It doesn't have a compression setting and it wouldn't be nice to end up with a image full of artifacts...

Wait, is that really true? I guess that would be possible if you're using an 8bit color palette, but with a 24 or 32bit color palette I find that really hard to believe. I mean, it's a lossless format, right? ... right? ):

EDIT -- I googled this very quickly and it seems is that the problem lies in IE itself, it doesn't do PNG transparencies too well.
