Warcraft III is definitely rendered in 3D, though the gameplay is arguably 2D-ish.

Jetpack, of course. The level editor was a big part of its success, and it's what still keeps me coming back every now and then. Consequently, the sequel (which is finally under development) will also have one.

Oh and this thread reminds me, TIGSource should totally have a 'level editor' tag.

The gameplay isn't 2D either, there are height differences and the third axis factors into calculating distances between units IIRC.

Also, I think making the distinction between 2d and 3d a graphical one isn't very useful for this thread.

I loved that game.

Alex 4 is worth a look imho.  I'm not just saying that because my (now ~8 years old!) maps are still available.

Lode Runner is one of the first games to use a level editor. http://en.wikipedia.org/wiki/Lode_Runner
Excite Bike too, back in '84.
The Ancient Art of War had a map builder.
Mach Rider is pseudo 3D, I guess that doesn't count.

EDIT:  Wow, that wiki list in the first reply sure made this thread redundant.
