I have a question when negotiation into other factors related to IP like comics, merchandise, expansion, sequels who have ownership the publisher or developers?

If you mean copyright and IP then the owner is the author.

It is also possible for an author to give/sign over those rights to someone else (on exclusive or non-exclusive base) - this would be specified in any contract.

Though I have no legal background so best to seek legal counsel from a lawyer in your home town (Internet is OK though not for serious questions about legal matters).
