anyway it tactics to me when there is terrain importance and moving around as something that isnt optional or automatic

yeah i see what you mean. to me strategy rpg always refers to this "area" strategy, to how you move your char according to the terrain, not just according to what enemy you are facing. the level is actually something in a strategy rpg (usually.)
