I'll just leave a rewritten special moveset for the kid just incase anyone would want to consider it.
S – Fake Out Fruit – This attack looks like the Charged Gun attack but fruit comes from off screen to attack The Kid, but any foe in the way gets the attack attack pattern can be sporadic and may even bounce off walls, which they can also hurt The Kid. S^ - Spike Rain – This attack looks like the Upward Gun attack but it causes spikes to rain from the sky to hurt anyone in their path, including The Kid. S> - Moon Roll – This attack looks like the Charged Gun attack but the moon comes from off screen. When fired the moon rolls forward at The Kid, or anyone in The Kid's path with incredible knock back. The speed of the moon increases when this attack is charged. Sv – Spike Rise - This attack looks like the Downward Gun attack but it causes spikes to rise out of the ground hurting anyone in their path including The Kid.

It's not that it isn't allowed. It's just that including a move set that doesn't really represent the character defeats the purpose of trying to include iconic characters.
One question though, would The Kid work if he didn't actually use the Moon, Fruit and Spikes, but rather they come at him and he dodges them but they attack the foe instead? Or better yet! The specials actually try to hurt The Kid! Like if he uses his S which has a fruit came at him from off screen the fruit can hit anyone in the way of the kid, and if they dodge the kid has to jump out of the way or get hit by the oncoming special himself.

The Kid doesn't actually summon spikes, apples or moons in IWBTG. He tries to avoid them. So that move list doesn't make much sense.
The Kid is relegated to the big pile of potential characters that can't actually do anything besides run, jump and shoot (leaving very little to build a move list from).
I went for a "Twist in the Myth" kinda deal with that moveset, but its understandable if its not allowed. I just wasn't sure if we could make a moveset with more twists.

Someone may have already suggested this but I'm gonna give it a shot.
The Kid (I Wanna Be The Guy) – His normal attacks consist of ranged shots, while his specials are used to fake out foes as they apper to look like his normal moves.
A - Gun – A rapid fire shot that increases damage but doesn’t flinch foe on impact. A> - Charged Gun – The bullet is slightly bigger and does more damage then a normal shot. Can be charged which makes the bullet grow upon being fired. A^ - Upward Gun – A rapid fire shot that shoots upward that increases damage but doesn’t flinch foe on impact. Av – Downward Gun - A rapid fire shot that shoots downward that increases damage but doesn’t flinch foe on impact.
S – Fake Out Fruit – This attack looks like the Charged Gun attack but shoots out a fruit. The shot can be curved slightly, and the apples attack pattern can be sporadic and may even bounce off walls, which they can also hurt The Kid. S^ - Spike Rain – This attack looks like the Upward Gun attack but it causes spikes to rain from the sky around The Kid. S> - Moon Roll – This attack looks like the Charged Gun attack but it shoots out a moon. When fired the moon rolls forward at foes with incredible knock back. The speed of the moon increases when this attack is charged. Sv – Spike Rise - This attack looks like the Downward Gun attack but it causes spikes to rise out of the ground around The Kid.

Upped contrast for you. Now people can see the awesomeness!!!! Okay, so maybe it was a bit dark. Maybe it was because I did it at night, it seemed brighter... or something. Anyway, forgot to add a tail, I'll do that later. For now, which version looks the best? Like Markham said, the way it's set up is how varied the backgrounds are when you put this character infront of them, but also the way you have them set up now looks like you have a set of colors if the character should hide in shadows or certain lighting. But to answer your question the one on the left is boss. The one in the middle kinda urks me the wrong way color wise,

See that schmuck? Thats me. The names Chris Zito. I'm currently a Senior at the School of Visual Arts in New York about to wrap up my final year as a Cartooning Major. I pretty much grew on games much like the majority of you I gather. From the humble days of playing Tetris on my brick Gameboy when I was but only 4 to this day I've always had a crack at seeing the new creation that the game industry gives us. Though I always felt I could create a world for others to enjoy, just like how so many characters, stories and universes I've discovered as a gamer, hell they are some of the main reasons I wanted to become a cartoonist. The games that made big influences on me thought the years where roleplaying games, platformers, fighters, and rhythm games. My weird taste in content, characters and stories has brought me to games such as Mischief Makers, Guilty Gears, Shin Megami Tensi, Rez, Gitaroo Man, Final Fantasy (Big Shocker) and De Blob, among others. Sadly I lack the technical know how when it comes to actually creating a game, I'm merely a pencil for hire when it comes to character and concept designs. But that won't stop me from giving a crack at lending a hand in the creation of awesome games. =D
