You can try Reason with a chiptune Refill, but Plogue is your best bet as mentioned unless you're willing to track.

If you take the leap, Renoise is great.

In the VSTi world there are plenty of solutions like Magic 8 bit, or any simple synth that you can adjust waveforms in. Square, saw, and triangles are what you're looking for.

Heck, I think you could even make the sounds in sfxr and use them in a sampler if you want, although that's not the best way of doing things.

I've only heard good things about Plogue Chipsounds.

As a note, the music is licensed through audiojungle for around $8-$12 for free games. Licenses for paid apps are a little more, but the prices are pretty fair imho.

As always, great games deserve custom soundtracks, so consider hiring me for a more in-depth solution.
