Ok, I had this idea years ago, I hope someone's done it since and if not, looking for some technical advice on how this could be done?
Basically it would be gmail labels for files on your operating system.

I've heard of these things called "folders" that fulfill a not-dissimilar function...

Silliness aside, osx has smart folders, whose contents are defined via filters on various file parameters.  Not sure about the windowses.

In computer science lingo, what you're talking about is a relational or tagging file system.
WinFS, Microsoft's promised file system was just that, before it entered developer hell.
While a relational file system has its uses, Joe Public's needs can be met through per-application tagging.
The closest thing to labeling your files, right now, is Windows 7 Libraries.

The tag system in Directory Opus is very good (they call it "collections"), is it close to what you had in mind? I'm using it quite a lot and am super happy with it.
