I want to pay someone to make art for my game, but it is not a commercial project, and will require art being created in stages: I have a list of assets I need now based on how far along I am, but as the project progresses I will need to request more.

If I post on here I will breach Rule #4 since I am not a gamedev professional. The project may well not complete, so this is a side project for someone who wants a few hours of ad-hoc paid work. Where should I post, please?

Hey there!

That rule is intended to prevent people from abusing the system by having other people do the work for them. You're actually working on your game, so you should be fine as long as you're upfront about making a hobby game. It's actually commendable that you're willing to pay for art for a hobby game, so I definitely encourage you to post!
