I guess you are dragging and dropping the .url-file into firefox? What happens then is that Firefox attempts to open the file and doesn't know what to do with it (it's not an html, txt, image or other file firefox knows how to display), so it asks you if you want to download it instead. The fact that you're downloading it from your own HD doesn't bother the browser.
Firefox apparently does not interpret .url-files, but Explorer/Windows does. You should be able to use them by simply double-clicking them, which should open your default browser at the URL given in the file.

We should totally start an Indie Bakery. Everyone would set about arguing whether pastry could be considered art or not, or whether it was possible for a cake to show you the meaning of love.
